Social media outsourcing is a fine line in business. people will not like to find out that they are following a person that isn't actually “speaking” to them. The problem lies within the amount of time available and the amount of time that social media takes.

Your guidance regarding the outsourcing of social media appears solid, especially the rules you propose. Thank you for reminding network developers that the whole idea is building value — to everyone. We all have enough to do without reading a plethora of useless tweets, and being 'followed' by people who could care less about what we are offering. Let the real connections flourish.

I don't think a complete outsourcing of social media is a) relevant b) worth it. In my opinion, paying someone for a social media strategy is worth the money. Not only do they get a plan to work towards their goals, they have someone who is willing and able to hold their hands through the entire process while they learn valuable skills to take their business to the next level.
